I downloaded the library now it works great. The key words are If your Operating System is Windows Server 2008/R2. That information was without another sorces the best way to design DTS packages in SQLServerR2.
Thanks Bartek. DTS Runtime DLL is simply part of SQL 2000 and SQL 2005 backward compatibility packs. So it has to get in either 8.00.20XX or builds. Depending on your own service pack level, the very last 4 build numbers will differ. But in case the OS is Windows 2008 or greater you will definitely have to have the DLL being series for doing this to work. That was the main element part which isnt documented. Too minute a detail i assume, however i know lots of people who ve rebuilt machines cauz on this tiny detail:

I think I been able to figure out most in the above steps in my own. I found this post while trying to discover why I can edit my Text Annotations.
I use a similar SQL Express machine on Windows 7 doing exactly the same thing.
